Biography

Bruce Ellsworth is Commercial Attaché and Digital Attaché at the U.S. Consulate General in Dubai in the United Arab Emirates.  He focuses on commercial diplomacy, the promotion of U.S. exports, and the attraction of foreign direct investment.  He has a special focus on promoting best practices in data privacy, cyber security, and digital trade policy.

Previously, Bruce was the first Standards Attaché for the Southeast Asian region and concurrently served as the Digital Attaché at the U.S. Embassy in Jakarta, Indonesia. He led a team of standards policy leads across ten countries to address trade barriers and increase market access.  In Indonesia, Bruce had a focus on promoting best practices in digital policy at a time when draft legislation was being drafted for cybersecurity, cross-border data flows, and privacy.

Before joining the U.S. Department of Commerce, Bruce spent twenty-five years in the private sector in Japan, where he worked in the pharmaceutical industry, the medical device industry, and the financial services industry.  He helped implement Japan’s 2003 Act on the Protection of Personal Information and promoted the APEC Cross Border Privacy Rules Forum throughout the Asia Pacific region.

Bruce has a Master of Arts in International Affairs from The George Washington University in Washington, D.C., and a Bachelor of Arts in International Studies from Austin College in Texas.
